LOS ANGELES, Feb. 4 /PRNewswire-USNewswire/ -- Fourteen prominent leaders from across the country, including high-ranking military officers, government officials and education executives, have been selected to participate in the 2010 Broad Superintendents Academy, The Broad Center for the Management of School Systems announced today.

The Broad (rhymes with "road") Superintendents Academy is a 10-month executive management training program run by The Broad Center to prepare prominent leaders from education, military, business, nonprofit and government sectors to lead urban public school systems. The Broad Superintendents Academy is the only program in the country that recruits and trains non-traditional superintendent candidates as well as stand-out career educators.

To date, Broad Superintendents Academy graduates have filled 68 superintendent positions and 88 senior school district executive positions nationwide, including 43 percent of all external superintendent openings in large urban American school districts last year, more than double the percent filled in previous years. Broad Superintendents Academy graduates who have served as superintendents for three or more years are outperforming comparison groups in raising student achievement on state reading and math exams, closing achievement gaps and raising graduation rates.

"We are delighted that these talented men and women will join more than 100 other leaders across the country who are working tirelessly to create new, effective urban public school systems that dramatically improve results for millions of students," said Eli Broad, founder of The Eli and Edythe Broad Foundation, which funds The Broad Center.

This year's class includes a nationally recognized California school district superintendent, a national Teach For America executive who previously led Louisiana's Hurricane Katrina and Rita recovery efforts, a Texas state commissioner and an Ohio regional transit CEO.

This year's class also includes high-ranking Army and Air Force leaders, including a major general who oversaw 45,000 combat soldiers in Iraq and led officers of 26 nations to coordinate efforts in Afghanistan, a brigadier general who led the Army to create and deploy a 4,000 man organization into combat anywhere in the world within 96 hours, and a colonel who created nationally recognized business practices to better utilize the skills and talents of 60,000 Army officers.

Following a rigorous review and selection process, only 2 percent of this year's applicants were accepted into the program.

Participants in The Broad Superintendents Academy keep their current jobs and attend extended-weekend training sessions covering CEO-level skills in education, finance, management, operations and organizational systems. This year's sessions will be held in Aldine, Texas, Denver, Garden Grove, Calif., Long Beach, Calif., New York City, and Washington, D.C. The Broad Center covers tuition, travel and all program expenses. At the conclusion of the program, The Broad Center will help place participants in urban school districts as superintendents and senior executives.

The 2010 class is the ninth to be trained by The Broad Superintendents Academy. Nearly 73 percent of the graduates of the first six classes have been hired around the country as superintendents or as school district executives or have been promoted into those positions. Seventy percent of them are still working in the same, similar, or higher positions.

The Broad Superintendents Academy has trained more working superintendents in large urban school districts than any other national training program. Cougars receive official commitments from eight top-25 prospects and 10 of the top 16 recruits from Utah

PROVO, Utah (Feb. 3, 2010) – BYU head coach Bronco Mendenhall today announced the Cougars' national top-25 football recruiting class, featuring 26 talented recruits. The top class of Mendenhall's five-year tenure in Provo, BYU's 2010 signees include 14 defensive and 12 offensive standouts.

"I'm extremely excited about this class," Mendenhall said. "This class is full of outstanding young men who are fantastic football players and quality individuals. I think they share a common vision for our program. We are excited to have them be part of BYU football."

The 2010 class features 26 high-school seniors, including three mid-year enrollees—quarterback Jake Heaps, wide receiver Ross Apo and running back Joshua Quezada—who signed scholarship agreements in December. 2009 signee Kyle Van Noy also enrolled in January, adding to the overall strength of BYU's incoming players. Scout.com rated Van Noy the No. 11 outside linebacker nationally in 2009.

Eight Cougar signees in the 2010 class are rated among the top 25 recruits nationally at their respective positions, including Heaps (No. 1 quarterback by Scout.com and Rivals.com), Zac Stout (No. 8 middle linebacker by Scout.com), Bronson Kaufusi (No. 9 strongside defensive end by Rivals.com), Graham Rowley (No. 11 guard by Scout.com), Apo (No. 13 wide receiver by Rivals.com), Blair Tushaus (No. 15 center by Scout.com), Toloa'i Ho-Ching (No. 23 inside linebacker by Rivals.com) and Alani Fua (No. 25 weakside defensive end by Rivals.com).

The Cougars signed 10 of the top 16 players from Utah, including the state's top-rated prospect, Kaufusi out of Timpview High School, and the 2009 Deseret News Mr. Football recipient Tuni Kanuch, an offensive lineman out of Bingham High School.

Joining Kaufusi and Kanuch (No. 6) as top 16 recruits from Utah signing with BYU are linebacker Toloa'i Ho-Ching (No. 5, Alta High School), Kanuch (No. 6), linebacker Sae Tautu (No. 8, Lone Peak High School), offensive lineman Jordan Black (No. 9, Alta High School), tight end Bryan Sampson (No. 10, Pleasant Grove High School), linebacker Joey Owens (No. 11, Pleasant Grove High School), running back Algernon Brown (No. 13, Skyline High School), defensive lineman Jordan Afo (No. 15, Cottonwood High School) and offensive lineman Manu Mulitalo (No. 16, Granger High School).

Overall, the Cougars signed four offensive linemen, four running backs, two tight ends, one quarterback and one wide receiver on the offensive side of the ball and six linebackers, five defensive lineman and three defensive backs to the defensive unit. Eleven recruits hail from Utah, five from California and three from Texas while Alabama, Georgia, Massachusetts, Kansas, Arizona, Washington and Hawaii are also represented in the class. 2009 signee Van Noy prepped in Nevada.

BYU's class is ranked No. 22 in the nation by Scout.com and No. 24 by ESPN.com—the top-rated recruiting effort from the Mountain West Conference and among schools from a non-automatic qualifying BCS conference. This year's BYU class tops its No. 40 Scout.com rating in 2009 and No. 42 class in 2007.

BYU's recruiting efforts have helped the Cougars become one of only five programs in the nation to win 10 or more games each of the last four years. BYU has earned a 43-9 record over that span—a standard topped by only four teams nationally—while finishing among the nation's top 25 each year. In 2009, BYU went 11-2 to finish No. 12 in the final rankings.

Child slavery in Haiti is common and legal - News-Democrat

Well, Mr. Police Chief, what surprises me is that you sanction child slavery in your own country. In Haiti, even at the best of times, hundreds of thousands of children are enslaved each year - starved, abused, beaten and raped. And it's perfectly legal.

Anyone with even the slightest knowledge of Haiti knows that the country is desperately poor. The nation has "the highest rates of infant, under-5 and maternal mortality in the Western Hemisphere," UNICEF says. "Diarrhea, respiratory infections, malaria, tuberculosis and HIV/AIDS are the leading causes of death."

Only about half the nation's children attend school. Most of the rest are child laborers, and "as many as 2,000 children a year are trafficked to the Dominican Republic, often with their parents' support," UNICEF adds. (Trafficked is a government euphemism for being sold into slavery.)

Over the last century, or longer, crushing poverty has institutionalized another form of slavery that is commonplace, expected - lawful. Every year, thousands of desperately poor Haitian families hand their young children over to wealthier families in Port-au-Prince or other towns with the supposed agreement that the child will be fed, clothed and educated in exchange for working around the house. That's not the way it usually works.

There's even a term for these children: restaveks, from the French words "reste" and "avec," which means "rest with," or "stay with." The vast majority of these children, as young as 6 years old, are turned into house slaves.

It's not a secret; everybody in Haiti knows. One former restavek, Jean R. Cadet, wrote a book about his experiences and started a foundation dedicated to stopping the practice. Cadet's biography notes: "As a restavek he lost his childhood as he worked from sunup to sundown. Like countless others, he dressed in rags, slept on the floor and endured countless beatings." Nearly two-thirds of the children given away as restaveks are girls, and it's no wonder they are preferred. Child rape in these homes is commonplace.

Domestic servitude is a common problem around the world, even in the United States. Police prosecute a dozen or more of these malefactors each year. But these cases are episodic, even unusual. Even in less developed countries, like Thailand and India, where domestic servitude is common, it is still illegal, and at least occasionally perpetrators are prosecuted. Not so in Haiti. Even the State Department gives Haiti a pass because, it says, "Haiti has had a weak government" since 2004.

The department's annual human-trafficking report chastises and penalizes countries whose efforts to fight human trafficking are deemed insufficient. But Haiti is put to the side as a "special case," along with Somalia, the world's most dysfunctional nation, even though in no other country is child slavery known to be so commonplace.

Still, the department wrote in its most recent report: "Haiti is a source, transit and destination country for men, women and children trafficked for the purposes of forced labor and sexual exploitation."

The majority of the victims it says are up to "300,000 restaveks," most of whom are "girls who are between 6 and 14 and work excessive hours, receive no schooling or payment and are often physically or sexually abused."

The police, it adds, "do not pursue restavek trafficking cases because there is no statutory penalty against the practice."

Of course most everyone in the world is watching with horror and sympathy as Haitians pull their dead from the rubble and try to reclaim their lives. The Haitians' own shameful practices do not give others license to traffic Haiti's children. But, if and when normal life returns, I hope the United States and other nations with influence in Haiti will push at last to end a barbaric practice that enslaves hundreds of thousands of children. How can they not?
